Invitation to Tender
Supply, delivery, installation, testing and commissioning of network switches, access points, and related cabling for the Vocational Training Council campus network infrastructure upgrade project.
The scope includes: - Supply and delivery of Layer 3 managed switches (core and access) - Supply and delivery of enterprise-grade wireless access points - Supply and installation of structured cabling (Cat 6A) - Configuration, testing and commissioning of all equipment - Integration with existing campus network backbone - 3-year on-site warranty and maintenance support
1. Network design and implementation plan 2. All specified hardware equipment delivered to designated campus locations 3. Complete installation and cabling works 4. Configuration and testing documentation 5. User training for campus IT staff (minimum 2 sessions) 6. As-built drawings and documentation 7. 3-year warranty and maintenance plan
Phase 1 (Week 1-2): Design review and approval Phase 2 (Week 3-8): Equipment procurement and delivery Phase 3 (Week 9-14): Installation and cabling Phase 4 (Week 15-16): Testing, commissioning and handover
- Hardware replacement: Next business day - On-site support response: Within 4 hours - Remote support: 24/7 with 1-hour response time - System uptime guarantee: 99.9%
- All equipment installed and operational per approved design - Network throughput meets or exceeds specified performance benchmarks - Successful completion of acceptance testing protocol - All documentation delivered and approved - IT staff training completed
1. Minimum 5 years experience in enterprise network equipment supply and installation 2. Valid business registration certificate 3. ISO 9001 certification 4. Certified partnership with major network equipment manufacturers (Cisco, Juniper, or equivalent) 5. Completed at least 3 similar projects in the education sector within the past 3 years
Layer 3 managed core switches (2 units) and distribution switches (8 units) with 10GbE uplinks
Enterprise-grade Wi-Fi 6E access points with centralized management controller
Cat 6A cabling, patch panels, cable management, and all installation labour
3-year on-site warranty, maintenance, and technical support package
You must provide the following to be eligible for this tender.
Vocational Training Council VTC Tower, 27 Wood Road Wan Chai, Hong Kong (Multiple campus locations as specified in tender schedule)
Payment for hardware equipment and any professional / installation / warranty services will be made within 30 days after acceptance of the goods. Maintenance services (if required) will be payable annually in advance, upon commencement of maintenance or receipt of invoice, whichever is the later, with 30 days credit.
Tenderers may offer counter-proposal(s) to the item(s) specified in the Tender Schedule, which are considered capable of performing the essential functions/features of the item(s), for consideration by the Council. In offering counter-proposals, tenderers are requested to provide technical details/specifications of the item(s) and highlight those aspect(s) that deviate(s) from the tender specifications as far as practicable. Tenderers are also requested to note that the Council has the discretionary power to accept or reject such counter-proposal(s).
Tenderers must not disclose any information contained in the tender documents to any third party (save and except for its own staff/employees, its affiliates, vendor(s)/subcontractors and/or any professional advisors) without the prior consent of the Council. The Council may reject a tender submitted by a tenderer who is in breach of this instruction.
The contractors, his sub-contractors of all tiers, all persons employed by him, and any other persons authorized by him or his sub-contractors to work on VTC premises shall strictly comply with all VTC safety and health requirements including: - Check in and out at the campus security office - Wear company uniform or VTC identity badge within the campus - Seek prior consent from VTC representative(s) if work outside normal business hours is required - Enter the permitted work area(s) only - Do not smoke or gamble - Do not make any harassment behaviours or offensive language - Proactively follow all Safety & Health information, rules, procedures, emergency contact numbers
Suppliers / Companies are requested to note that those which did not respond to this tender invitation will not be further notified of any subsequent change(s) to the tender requirement(s) or provided with any further information arising out of or in connection with this tender exercise.
